If you want an application to be a Shell , you can edit the registry path like below:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"Shell"="C:\xxxxxx.exe"

P.S:xxxxxx is your application name.
